6 Penalty Points Could Cancel Your CBT: New Rules Explained

They have launched a massive consultation called "Improving moped and motorcycle training" and it is basically the biggest rethink of biking laws in a generation.


The headline? Those six little points on your license could now mean game over for your CBT.


The "Six Points and You’re Out" Rule


Right now, if you rack up penalty points as a learner, it is a bit of a grey area. But under the new 2026 proposals, the DVSA wants the power to pull your CBT certificate entirely if you hit six points.


Think about it. One speeding ticket here, a cheeky mobile phone use there, and suddenly, you are back to square one. No bike, no commute, and a whole lot of paperwork. It is designed to stop "permanent learners" who treat L-plates like a lifelong permit instead of a stepping stone.


Manual vs. Automatic: Choose Wisely


Currently, you can pass your CBT on a little twist-and-go scooter and then hop straight onto a manual 125cc bike with gears. The new rules want to bin that.


• Passed on an auto? You stay on an auto.

• Want gears? You’ll need a specific "upgrade" training session.


It makes sense, really. Jumping from a moped to a geared bike without proper instruction is a recipe for a stalled engine at a busy Bristol roundabout. Not fun.

The Road to a Full License (The Good News!)


It is not all strict rules and "thou shalt not." There is actually some brilliant news for those wanting to move up the ranks. They are looking at "Progressive Access."


Imagine upgrading from an A2 license to a full Category A license without having to sweat through the Module 1 and Module 2 tests all over again. Instead, you would just do a set amount of professional training with an instructor. It is basically a "level up" system based on skill and time, not just test-day nerves.

• Don't wait for the law. If you’ve been on a CBT for four years, now is the time to book your DAS (Direct Access) with us.

• Check your plastic. Make sure your provisional license is up to date before booking.

• Theory is king. Get that theory test booked now. It makes the actual riding part so much easier because you actually know what the signs mean!

• Gear up properly. If you want to ride a "real" bike later, do your CBT on a manual. It saves you the headache of a restricted certificate later.
